At the 2024 Central Africa Business Energy Forum (CABEF) held in Libreville, Gabon, the International Petroleum and Mining Academy (IPMA) achieved a pivotal milestone in its mission to transform sub-regional human capital development.
Building upon recommendations originally established during CABEF 2023 in Chad, IPMA presented significant progress on its flagship initiative: the Central Africa Regional Petro-Min-Agri Engineering University, widely known as CARPE UNIVERSITY.

The physical blueprint for CARPE UNIVERSITY represents one of the most ambitious educational projects in the region. Designed as an integrated, self-sustaining academic smart city, the planned campus includes:
- Essential Civic Services: An integrated hospital, supermarket, commercial bank, worship center, and dedicated police station ensuring campus safety and autonomy.
- Scale and Capacity: Spanning 50 hectares of land with a capacity to accommodate over 36,000 students.
- Academic & Technical Facilities: Academic blocks, industrial workshops, and 20 specialized technical laboratories covering petroleum, mining, mechanical, electrical, and agricultural technologies.
- On-Site Operational Field Sites: Dedicated on-site petroleum training sites, active mining simulation zones, and demonstration agricultural farms.
- Student & Community Infrastructure: Modern student hostels, staff housing, a central administrative block, a conference hall, and a comprehensive sports complex.
